The Rajya Sabha was disrupted on December 2, 2025, as Opposition parties demanded an immediate discussion on the special intensive revision (SIR) of electoral rolls. The protests continue for the second day. They urged action after recent suicides of booth level officers. However, the Union government insisted that the discussion on 150 years of Vande Mataram would take priority. Proceedings were adjourned till 2 p.m. after Opposition MPs staged protests and trooped into the House well. Rajya Sabha Chairman C.P. Radhakrishnan rejected 20 notices submitted under Rule 267 on various subjects, including the SIR, claiming procedural lapses. Opposition MPs raised slogans demanding debate on the voter list revision. Rashtriya Janata Dal MP Manoj K. Jha requested reading the Constitution's Preamble and B.R. Ambedkar’s essay in schools during Zero Hour. Trinamool Congress leader Derek O'Brien pressed for SIR debate after the House met at 2 p.m. Parliamentary Affairs Minister Kiren Rijiju responded that the Business Advisory Committee decided to first discuss 150 years of Vande Mataram. He said it relates closely to India's freedom struggle and should come before electoral reforms. Mr. O’Brien stressed that over 14 Opposition parties want urgent SIR debate as lives are at stake. Leader of Opposition Mallikarjun Kharge said Rule 267 allows urgent issues to get priority and that the House should take up discussion on SIR immediately. "Vande Mataram had anyway come from the Congress, and not from the BJP," he added. CPI(M) MP John Brittas and DMK’s Tiruchi Siva also voiced the need for urgent attention to the SIR issue. Despite the protests, the government’s stand remains firm on addressing Vande Mataram first. The debate on electoral roll revision may follow later. The standoff caused the Opposition to stage a walkout in the afternoon, showing unity on the demand for immediate discussion on SIR in the Rajya Sabha.
