J&K High Court Allows PDP Leader Waheed-ur-Rehmaan Parra to Travel Across Country

The Jammu and Kashmir High Court on Tuesday allowed Peoples Democratic Party leader and MLA Waheed-ur-Rehmaan Parra to travel outside J&K and within India. Parra faces charges under the Unlawful Activities Prevention Act (UAPA).
A Division Bench of Justice Sanjeev Kumar and Justice Vinod Chatterji Koul said, "It would be in the interest of justice to modify the bail condition, allowing the petitioner to leave J&K and move within the country after informing the trial court about his location and visit purpose."
Parra, MLA from Pulwama, had challenged an earlier order that barred him from travelling outside the Union Territory. His lawyer, Shariq Reyaz, told the court, "An MLA has to move out of the Union Territory time and again in connection with his official and other duties and this condition is creating a lot of hardship and inconvenience."
Reacting to the order, Parra said the relief came after five long years of legal struggle. "Throughout these difficult, dark years, one institution that continued to give hope, the judiciary. Today, I’m thankful to the J&K High Court for restoring this small but meaningful part of my freedom," he said.
He added that during these years, when his family needed him during grief and loss, he felt helpless and learnt the true meaning of freedom. "You begin to understand the meaning of freedom only when it is taken from you and you feel the suffering of others more deeply when you have carried that weight yourself," said Parra, who was arrested in 2020 and booked under UAPA.
"Over the years, I have met families living under similar restraints and their pain has stayed with me every single day and today I am reminded of how many people still live with silent burdens," he added.
