South Korea Developing App to Track Stalkers’ Real-Time Location

South Korea is building a mobile app that shows stalking victims the exact location of their stalkers in real-time. The justice ministry announced the app on Wednesday as part of a new law change. Previously, victims only got text alerts when a stalker was nearby, but no exact location information. This made it hard for victims to stay safe. Now, victims will see stalkers on a map using their smartphones. The stalkers wear electronic devices that authorities use to track them. The ministry also plans to connect the tracking system to the national emergency hotline to send police quickly if needed. This upgrade should be ready by next year. Public concern over stalking has grown after serious crimes made headlines, including the 2022 murder of a woman by a stalker who was not detained earlier. South Korea’s 2021 anti-stalking law allows up to three years in jail and heavy fines. Since the law was strengthened in 2023, stalking reports have nearly doubled—from 7,600 in 2022 to over 13,000 last year. Critics link stalking to wider violence against women, including secret filming and threats against feminists.
