Uttarakhand has begun the pre-registration process for the Special Intensive Revision (SIR) of electoral rolls, focusing on verifying voters listed in 2003. The chief electoral officer’s office announced this on Thursday, December 4, 2025. The SIR exercise preparations include a campaign to "reach out, coordinate, and communicate with every voter" for smooth verification. Chief Electoral Officer B.V.R.C. Purushottam said, "The last SIR was undertaken in 2003." During pre-SIR, voters aged 40 and above who appear on the 2003 roll will be verified using the Booth Level Officer (BLO) app. Those aged 40+ not listed in 2003 will be verified through details of their parents or grandparents. Officials say the 2003 rolls are available on the Chief Electoral Officer’s and Election Commission websites. Mr. Purushottam has requested recognised national parties to review their voter lists and appoint booth level agents (BLAs). Currently, 4,155 BLAs have been appointed out of 11,733 polling booths. District Magistrates, Electoral Registration Officers, and BLOs have been tasked to strengthen voter outreach. Help desks are being set up at district and ERO offices to assist voters during the process.
