Two people, including first woman in Assam, get Indian citizenship under CAA
December 14, 2025
Two people in Assam, including the first woman, have been granted Indian citizenship under the Citizenship (Amendment) Act 2019 (CAA). Their lawyer, senior advocate Dharmananda Deb, said this brings the total to four people in the state who have received citizenship under the Act.
The 40-year-old woman entered India from Bangladesh in 2007 and lived in Sribhumi. The 61-year-old man came to India in 1975 and lived in Cachar. Both received citizenship certificates from the Ministry of Home Affairs on December 12, 2025. Their citizenship is effective from the day they entered India.
Mr. Deb said, "The woman, who hails from Bangladesh's Chittagong, had accompanied a family member for treatment at Silchar Medical College and Hospital. She met a man from Sribhumi, married him, gave birth to a son and stayed back." She applied for citizenship after the CAA rules were notified in 2024. Her first application was rejected due to confusion caused by delimitation before the Lok Sabha elections.
He added, "She is the first woman in Assam to receive citizenship under the CAA, and notably the first in the State to be granted citizenship through the registration route." This was granted under Section 5(1)(c), read with Section 6B of the Citizenship Act, 1955, which allows a person married to an Indian citizen to register as an Indian citizen after seven years of residence.
The second person, a resident of Silchar town, came to India at age 11 from Bangladesh's Moulvibazar district. He married locally and started a family. He obtained citizenship through naturalisation.
Mr. Deb has helped about 25 applicants over 18 months, but many applications were rejected or still pending. Around 40 people in Assam have applied under the CAA since last year.
The Act allows Hindu, Christian, Buddhist, Sikh, Jain, and Parsi immigrants from Bangladesh, Pakistan, and Afghanistan who entered India between March 25, 1971 and December 31, 2014 to apply for citizenship.
Passed on December 11, 2019, the CAA sparked big protests in Assam causing five deaths. The state has nearly two lakh doubtful citizens, but only a few have applied under the CAA. Chief Minister Himanta Biswa Sarma said most Hindus migrated before the 1971 cut-off date.
