Several people’s and agricultural rights organisations, united under NREGA Sangharsh Morcha, have condemned the Viksit Bharat - Guarantee For Rozgar And Ajeevika Mission (Gramin) Bill, 2025 (VB-G RAM G). This new bill aims to replace the Mahatma Gandhi National Rural Employment Guarantee Act, 2005 (MNREGA). The groups demand the bill's immediate withdrawal. They said, “The VB-G RAM G Bill is not a reform but a rollback of democratic and constitutional guarantees won by workers through decades of sustained struggles.” They accused the Union government of trying to dismantle a historic rights-based law and turning the right to work into a mere discretionary dole. At a press conference on Wednesday, representatives from the Dalit Bahujan Front (DBF), Rythu Swarajya Vedika (RSV), Telangana People’s Joint Action Committee (TPJAC), People’s Monitoring Committee, and National Alliance for Justice, Accountability & Rights spoke out against the bill. Ravi Kanneganti from TPJAC said MNREGA has been a lifeline for millions. He warned that repealing it without public talks would cause mass unemployment. He urged Telangana’s government to pass a resolution opposing the bill. P. Shankar from DBF said the bill should be sent to the Parliamentary Standing Committee. He remarked, “The poor of the country will not benefit from the name change from Gandhiji to Ramji.” Shankar also said that funding for MNREGA has been deliberately reduced over the past 10 years and called the new bill anti-constitutional. Puli Kalpana from DBF added that the bill will harm female workers’ independence. Sree Harsha from RSV said the laws being repealed were hard-won victories by people’s groups over 20 years. He warned that the bill’s reliance on biometric authentication and geo-spatial technology marks a clear shift from community social audits to central surveillance and control. Akhil Surya from the National Alliance for Justice, Accountability & Rights said, “The right to work is a constitutional directive and imperative under Article 41 of the Constitution.” He added that the new law will roll back this constitutional right. P. Prasad from Telangana Agricultural Workers Union called for burning copies of the bill at all district headquarters. He said the bill would increase states’ financial burden from 10% to 40%, damaging the federal spirit. He also pointed out that the Centre’s digital policies have erased seven crore job cards, mostly affecting Adivasis over recent years.
