A row has erupted in West Bengal over unauthorized forms being circulated to add unmapped voters who failed to submit documents during the Special Intensive Revision (SIR) of electoral rolls. These forms reportedly appeared in Murshidabad and South 24 Parganas just days before the SIR hearing process ends on February 14, 2026. The Election Commission has asked district authorities for reports. Chief Electoral Officer Manoj Agarwal said, "The commission has not issued any such form. We have sought reports from the district election officers (DEOs)." According to some booth-level officers, the unauthorized form asks unmapped voters to declare they and their families lack the 2002 linkage or any of the 13 Election Commission documents but have lived in the area long-term. It also requires certification from at least five valid voters of the booth, including their EPIC numbers and signatures. There are about 32 lakh unmapped voters in West Bengal. This move raised questions on how voters without proof can be added last minute just by the word of five people. Sources said forms were seen in Jadavpur and Hariharpara. Booth-level officers claim electoral registration officers distributed these. Roll observers in Magrahat, South 24 Parganas, also found a 'blood relation certificate' issued by Mohanpur Gram Panchayat, a document not accepted by the Election Commission. This certificate was shown by a resident to prove family ties for seven children during an SIR hearing. The officer concerned has been instructed to investigate and take action. The Election Commission continues to monitor the situation closely as the SIR process concludes.
