IHC Chief Justice Reshuffles Committees, Signals Judge Transfers

ISLAMABAD: Islamabad High Court (IHC) Chief Justice Sardar Muhammad Sarfraz Dogar has reshuffled the court’s main administrative and selection committees. Justice Khadim Hussain Soomro, who joined IHC with Justice Dogar last year, has been removed from key posts. Notifications issued by the registrar’s office show Justice Soomro was replaced on the Administration Committee by Justice Muhammad Asif. Another four-member committee under Chief Justice Dogar now includes Justices Arbab Muhammad Tahir, Azam Khan, and Muhammad Asif. The Selection Board for Grade-16 and above officers also sees changes. Justice Soomro is off it, replaced by Justices Azam Khan and Raja Inaam Ameen Minhas. This revamp comes just as the Judicial Commission of Pakistan (JCP) is expected to discuss judge transfers. An amendment to Article 200 now allows the president to transfer judges on JCP recommendation without their consent. Those who refuse may face action under Article 209 before the Supreme Judicial Council. Sources say three IHC judges, including Justice Soomro, may be transferred soon. Justice Soomro reportedly has requested a return to the Sindh High Court. Meanwhile, Noor Muhammad Mirza, a BS-21 officer who has served under five chief justices, was appointed to the Chief Justice’s Secretariat. This appointment was recommended by the new Selection Board and approved by Chief Justice Dogar.
