ECI urges West Bengal police to protect Booth Level Officers amid threats during electoral roll update

On November 28, 2025, the Election Commission of India (ECI) wrote to West Bengal’s Director General of Police, Rajeev Kumar, urging strong police action to secure Booth Level Officers (BLOs). These officers are conducting the enumeration phase of the Special Intensive Revision (SIR) of the state’s electoral rolls. The ECI expressed concern over threats to the safety of BLOs and other field staff, warning that such risks could stop them from doing their official work.
The letter demanded that police ensure there is “no perceptible atmosphere of fear, threat, and undue influence” against these officers, and that no untoward incidents occur. This request came nearly three weeks after the SIR started on November 4. Before the start, BLOs had raised safety issues with the Chief Electoral Officer (CEO) of West Bengal, Manoj Kumar Agarwal, due to alleged intimidation by political goons during form distribution and collection.
More than 80,000 BLOs are currently engaged in the revision process. As of noon on November 28, 99.83% of the enumeration forms had been distributed across West Bengal.
Following protests from some BLO groups and alleged security threats, the ECI also ordered moving the CEO’s office to a safer location. The Kolkata Police Commissioner has been directed to secure both the existing and new CEO offices, according to sources in the CEO office.
