Kerala’s Special Intensive Revision (SIR) of voter lists is nearing its end in five days. According to Chief Electoral Officer Rathan U. Kelkar, more than 7.61 lakh voters are identified as untraceable, dead, or shifted permanently. Among these, 3,41,393 voters are marked dead, 88,945 are untraceable or absent, and 2,79,196 are listed as permanently shifted. In addition, 44,758 voters have duplicate entries, and there are 7,244 cases classified as others. Kelkar explained that these cases are called 'uncollectables.' Booth-level officers verify voter status, marking those found deceased as ‘dead,’ and those who have moved away as ‘permanently shifted or absent.’ Duplicate entries occur when a voter appears twice in different locations and chooses one. Voters refusing to accept forms or return them are marked under ‘Others.’ Presently, more than 2.78 crore enumeration forms have been distributed across Kerala. Kelkar stated, "Efforts are on to trace these missing voters." The list of untraceable voters has been given to booth staff and political party agents to help with verification. This list will be published along with the draft SIR roll on December 9. If voters are traced after December 9, they can be added using Form 6. As of Saturday morning, 99.5% of forms are distributed, 85% returned filled, and 71.02% of returned forms digitized. Kelkar added that after December 4, Form 6 can be used to add names until the last day of filing nominations for the 2026 Assembly elections.
