Madras HC Orders Probe Into Missing Public Park in Tiruvottiyur

The Madras High Court on Wednesday, December 3, 2025, ordered a fresh inquiry into the disappearance of a public park in Tiruvottiyur. The First Division Bench of Chief Justice Manindra Mohan Shrivastava and Justice G. Arul Murugan asked the Chennai Collector and the Greater Chennai Corporation (GCC) Commissioner to investigate and report back within four weeks.
The court took note of a serious allegation by G. Thondan Subramani, a former councillor of the Tiruvottiyur Municipality. Subramani claimed that Kesavan Park, a public park he served near during 1996 to 2005, has vanished. He said a private hospital now occupies the land where the park once existed.
Subramani also shared that during his tenure, municipality workers marked their attendance at Kesavan Park. Later, after the municipality merged with GCC, the park was lost. When he used the Right to Information Act in 2023, GCC confirmed the park had existed but said it was not under their maintenance.
The local Tahsildar told Subramani the land was privately owned, bought initially in 1903 and sold to a doctor in 2016. The doctor then built the hospital there. The petitioner suspects fake property documents were made to take over the public park.
He said revenue officials and GCC failed to protect this public land and requested the court to order the park’s restoration. He added, “I undertake to pay the costs if this public interest litigation petition is found to be intended for personal gain or oblique motive.”
The court set January 2, 2026, as the deadline for the officials’ reports.
