The Court said UPSC must allow scribe changes at least seven days before exams, with decisions made within three working days. The Court noted UPSC's plan for screen-reader software is incomplete and asked UPSC to submit a detailed action plan within two months. This plan should include testing, standardisation, and security for use across exam centers. UPSC was told to work with disability bodies to set uniform rules for assistive technology in exams. The Court stressed that rights for persons with disabilities are constitutional guarantees under Articles 14, 19, and 21. It urged UPSC to implement the orders fully and called for inclusivity in real terms, not just policies. The Court will review UPSC’s compliance next on February 16, 2026.
