Assam Bans Radical and Jihadist Literature Linked to Terror Groups Under BNSS Act

The Assam government has issued a ban on all forms of radical and “jihadist” literature linked to banned extremist groups like Jamaat-ul-Mujahideen Bangladesh (JMB) and Ansarullah Bangla Team (ABT). The order, issued on December 3 by the State’s Political (A) Department, uses Section 98 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) 2023.
This ban covers the publication, printing, circulation, sale, possession, and storage—whether physical or digital—of any such content. The government acted after warnings from Assam Police and the Judicial Department about the threat this literature poses to India’s sovereignty, internal security, communal harmony, and public order.
These organizations are already declared terrorist groups under Section 35 of the Unlawful Activities (Prevention) Act. Intelligence, cyber patrols, and Assam Police investigations have shown that radical materials glorifying violent jihad continue to circulate in the state.
The banned content promotes ideological indoctrination, guides extremist actions, and encourages recruiting into terrorist networks. The notification also references laws that prohibit objectionable content, including Section 299 of the Bharatiya Nyaya Sanhita and Section 67 of the Information Technology Act.
The Judicial Department stressed that such propaganda risks radicalising young people and worsens social tensions. The government made clear that preventing promotion of enmity, threats to national integration, and insults to religious beliefs requires strict enforcement.
This decisive move aims to curb extremist influence and strengthen peace in Assam.
